The second procedure of initial counseling for procurement documentation for RWMC Piškornica construction has been completed, the final version of the procurement documentation is being prepared and a tender will be published soon.
SUMMARY OF RWMC PIŠKORNICA PROJECT
Construction of Regional waste management center Piškornica will be conducted through Yellow FIDIC book contract with an estimated value of around 45 mil. €. The estimated length of a contract is 44 months for design documents with building permits and construction works including trial works. Additionally, there are 24 months of the guarantee period.
Location of Regional waste management centre Piškornica is located at a distance of app. 1 km from the nearest settlement Pustakovec and 8 km north of the city centre of Koprivnica, in the municipality of Koprivnički Ivanec, County of Koprivnica - Križevci.
RWMC Piškornica is a system of construction, equipment and equipment for processing, recovery and / or disposal of waste, consisting of mechanical and biological waste treatment facilities, area for C&D waste treatment, necessary buildings and equipment, waste water treatment facilities, internal infrastructure, landfills for inert waste disposal and landfill for non-hazardous waste.
• Waste management and disposal including:
- Mechanical and biological treatment of waste with the recovery of recyclable materials, waste fuel (RDF) and compost like output (CLO) disposed at non hazardous landfill,
- Disposal of Non-hazardous Waste, Sub-categories 2 for final disposal of residues from MBT, CLO and pre-treated non-hazardous waste. The landfill will be implemented in accordance with the requirements of the Directive 99/31 / EC and the Waste Disposal Methods and Conditions, Categories and Conditions for Waste Disposal (114/15, 103/18).
• Treatment of construction and demolition waste includes:
- Mechanical treatment of C&D waste,
- Disposal on inert landfill for final disposal of residues from processing of construction waste. The inert landfill will be implemented in accordance with the requirements of the Directive 99/31 / EC and the Waste Disposal Methods and Conditions, Categories and Conditions for Waste Disposal (114/15, 103/18).

The RWMC Piškornica will be divided into the following technical and technological units:
- Entry-exit zone
- Administrative building zone

ENTRY-EXIT ZONE
The entry-exit zone will be located at the entrance to the RWMC, next to the asphalted access road in the south-eastern section of the project area. This functional-operational unit is significant in terms of waste acceptance and control of the RWMC access and exit of the vehicles from the centre.
This zone envisages the following facilities and accompanying facilities:
• fence and entrance gate
• security house including shelter
• incoming and outgoing electronic weighbridge
• tire washing system
• energy building
The fence and entrance gate
For the work of RWMC Piškornica a new asphalt access road will be built. The entrance to the RWMC Piškornica area is enabled from the south-eastern side through the access road through the entrance door width of 7 m. Around the entire area of RWMC Piškornica, a fencing with 2.0 m height is planned.
Security house including shelter
It is planned to set up two connected container units (about 30 m2, volume 90 m3). On both sides of the containers is a weighbridge. The space on which are containers and weighbridge will be covered with a shelter.
Electronic weighbridge
For the RWMC needs on the asphalted traffic-manipulating surface of the entry exit zone, next to the security house, two electronic weighbridges, each with a maximum load of 60 t, will be set. Weighbridge are at the ground level and they are operated from the security house.
Tire washing system
In the entry-exit zone, automated tire washing system will be provided for vehicles who are leaving the centre.
ADMINISTRATIVE BUILDING ZONE
In the area of RWMC Piškornica an administration building with a parking lot with shelter will be built. In this zone the following facilities are planned:
· administration building,
· parking lot for employees,
· parking shelter.
Administration Building
The administration building has a ground plan with “U” shape and area of 36.2 x 16.00 m, with an area of about 480.00 m2 and a height about 8.20 m. The building has two floors (area about 410,00+480,00 m2) with BPA about 890 m2. Volume of building is about 3.936 m3. The facility is intended for the work of the management and administrative staff, who will take care of the daily operation of the RWMC and for the education of public in the education centre.
Parking lot with shelter
In front of the administrative building throughout both sides, parking lots with shelter are planned. There will be 14 parking spaces on one side and 12 parking spaces on the other side of the parking area. One parking space is reserved for disabled persons. There will be two shelters, each about 23 m2.
SERVICE CENTRE ZONE
In the area of RWMC Piškornica a Service centre is planned. In this zone the following facilities are planed:
· maintenance building
· washing facility
· fuel tank (including fuel pump and shelter)
· traffic area with rainwater collection
· parking lot for trucks and employee vehicle
Maintenance building
Maintenance building is located in the central part of working zone. The building has a ground floor and an upper floor in one part and is designed for servicing the vehicles. Floor area measures approximately 542.00 m2, volume about 4.336 m3.
Washing facility
Washing facility will be used for washing vehicles and machines. Access to the Washing facility is provided by internal traffic areas within the service zone. The design of a solid assembly with a suitable equipment is foreseen. The floor area is approximately 179 m2, volume 805 m3.
Fuel tank (including fuel pump and shelter)
Fuel tank area with shelter will be located within the service centre, north from the washing facility. On the area will be diesel pump with diesel tank. Diesel pump and diesel tank will be mounted on the concrete waterproof surface with appropriate volume, for receiving complete storage of oil from the upcoming trucks. In front of the fuel tank there is concrete area for the vehicles, and an island surrounded with concrete curbs.
Whole area will be designed with a shelter with ground floor area around 156 m2, underneath of which the diesel pump, tank and concrete area will be placed. Diesel pump is intended to for the purpose of RWMC trucks and equipment use only.
Parking lot for trucks and employee vehicle
In the scope of the service centre it is planned to have 15 parking spaces for employees, and 8 parking spaces for trucks.
STORAGE AREA FOR OTHER RECYCLABLE MATERIALS
In the area of the RWMC Piškornica it is planned to build an area for temporary storage of other recycling materials.
In this zone the following facilities and equipment are planned:
· building for employees,
· traffic-working area with regulated rain water drainage system,
· storage equipment.
Building for employees
At the entrance to the area there will be building for workers (container type 15 m2, volume about 45 m3) that serves to accommodate the equipment and place for workers. The building for the employees will be with an office and sanitaria’s area.
Traffic manipulation area
Access to the premises for the storage of other recyclable waste is provided through a 6 m wide entrance through the internal traffic areas within RWMC. This area is about 2.700 m2, which will be performed with asphalt pavement with regulated drainage and will be enclosed with standard concrete curbs. The area is planned to accommodate equipment for temporary storage for other recyclable waste.
MECHANICAL AND BIOLOGICAL WASTE TREATMENT PLANT
Plant for mechanical and biological waste treatment is located in the northern part of RWMC Piškornica.
This zone includes the following facilities:
• MBT building
• Boxes for biodrying
• Building for maturation
• biofilter 1
• biofilter 2
• Storage area for recyclables with shelter
• Recyclable waste area
• Storage shelter for mobile equipment
• Building for employees
• Parking lot for personal vehicles
• Parking lot for trucks from the collection network
• Traffic manipulative surface with a regulated rainwater drainage system
MBT building
The MBT building will be located in the central part of the subject area. The building is enclosed in a rectangular planar shape, divided into two volumes of different heights. The total floor area of the building is about 11,375 m2, the total height to the building is about 15 m on the upper part, or about 10 m on the lower part. Volume of MBT building is about 152.645 m3. The etching is P. In the building will be a mechanical waste treatment plant. Boxes for biodrying are located on the western part of the building.
The plant for mechanical and biological treatment consists of the following technical technological units:
• MBT building
· reception area
· area for mechanical treatment
Line A - processing of remaining municipal waste
LINE B - processing the rest after sorting
LINE C – RDF production
• Boxes for biodrying
• Storage area for recyclables with shelter
• Recyclable waste area
• Building for maturation
• Biofilters
In order to ensure the flexibility of the plant and mitigate the impact of the change in the quantity and composition of the two main components entering the plant (remaining municipal waste (after sorting at source) and sorting plant residues), the plant is designed with three separated lines for waste treatment planted in a MBT building.
LINE A - treatment of remaining municipal waste (after sorting at source)
After the treatment of remaining municipal waste in the plant of the selected technology as processing products are obtained:
• ferrous metal
• non-metallic metals
• waste fuel (RDF of medium quality)
• compost like output (disposal to a landfill for non-hazardous waste after process of maturation)
LINE B – treatment of sorting plant residues
After processing the residue after sorting in the plant of the selected technology as processing products are obtained:
• ferrous metal
• non-metallic metals
• mixed paper / cardboard
• LDPE
• HDPE
• PP
• PET
• TETRAPAK
• waste fuel (RDF of medium quality)
• compost like output (disposal to a landfill for non-hazardous waste after process of maturation)
LINE C - Production of SRF
After processing the waste from the waste into the plant of the selected technology as processing products are obtained:
• ferrous metal
• Material for direct disposal to a landfill for non-hazardous waste
• SRF low and high quality
The plant is designed with the assumption of 250 working days per year and effective 6 working hours per shift. The capacity of the plant and the number of shifts for each line are given in the table below.

Boxes for biodrying
Boxes for biodrying are located on the western part of the MBT building. Surface area of 14 boxes for biodrying is about 3.230 m2, in total. Volume of biodrying boxes (14) is about 32.480 m3.
Building for maturation
Building for maturation will be located east of the MBT building. The building is closed, rectangular in plan form, with a total floor plan of about 9,382 m2, with a total height of 9 m. Biological waste treatment will take place in this building. Volume of biodrying boxes is about 84.438 m3.
Biofilters
Two biofilters are foreseen to treat contaminated air from the mechanical and biological waste treatment process prior to release into the environment. The first is for the treatment of contaminated air from the MBT building and boxes for biodrying, and the second for the treatment of contaminated air from the Building for maturation
The biofilter is an open reinforced concrete tank that will be constructed at ground level, the first-floor area is about 1.200 m2 (volume about 2.400 m3) and the other about 1.400 m2 (volume about 2.800 m3), where the appropriate equipment will be mounted.
Storage area for recyclables with shelter
Storage area will be located north of the MBT building. The building is a rectangular planar shape, open from the front, with a total floor plan size of about 2.576 m2, the total height is about 6,42 m. Volume of biodrying boxes is about 32.480 m3. In the shelter, there will be temporary storage of baled waste recyclable as well as baled fuel from waste.
Storage shelter for portable equipment
The storage will be located south of MBR building. The structure is rectangular planar shape, open from the front, with a total floor area of about 760 m2, the total height is about 4.91 m. Volume of shelter is about 3.732 m3. It will be used for storage of mobile equipment that is daily used in RWMC.
Building for employees
Building for employees is intended for workers in the MBT building, workers in landfills of non hazardous and inert waste, and workers from other technological processes within the RWMC. The main object of the building is to provide employees with a wardrobe, sanitary facilities with a shower and a dining room. The building is rectangular in plan form, with an area of about 300 m2. Volume of building is about 870 m3.
Parking lot for personal vehicles
Immediately in front of the building for employees, 12 parking spaces for personal vehicles are provided.
Parking lot for trucks from the collection network
To the south of the MBT building, there are 14 parking spaces for trucks for the collection network.
Traffic manipulative surface with regulated rainwater drainage system
The mentioned space will be asphalt surface with regulated drainage.
C&D WASTE AREA
The area for the C&D waste is located south of MBT building.
This zone includes the following facilities:
• building for employees
• Boxes for storing recycled aggregates
• Traffic manipulative surface with rainwater drainage system
Access to the area for the C&D waste is provided through the internal road that is within the traffic manipulative areas of RWMC and is located on the east side. The space is intended for sorting, mechanical treatment and temporary storage of construction waste, and will be divided into the reception area, the area of C&D waste treatment and the storage area of the recycled aggregate. The total surface area is about 6,604 m2.
The reception area is operated as an asphalted traffic manipulative surface, with concrete boxes for storing the recycled aggregate. Other areas will be macadam surfaces.
As part of the C&D waste area, from the eastern side of the entrance, will be placed a building for workers (container 15 m2, volume about 45 m3) which will be used for storage of equipment and workers accommodation.
WASTE WATER TREATMENT ZONE
The waste water treatment plant is located in the northwest part of the centre, access to the wastewater treatment plant is provided through the internal roads within the centre.
The wastewater treatment plant will purify:
• Wastewater disposal sites for non-hazardous waste (including gas condensate),
• Part of the drainage line from the inert waste landfill,
• Sanitary waste water,
• Technological wastewater (wastewater from mechanical and biological treatment, wastewater from biofilters).
The wastewater treatment plant must have the flexibility to work in an effort to overcome and predict the excessive situations of centre without significant interventions. Such a device consists of:
• Compact mechanical processing,
• Equalization pool with precipitation,
• Biological Processing (SBR),
• membrane filtration,
• purified water tank,
• processing of surplus sludge.
FLARE FOR LANDFILL GAS ZONE
This zone includes the following facilities:
• collection system for landfill gas
• gas flare
After filling the first non-hazardous landfill surface A with waste according to the project defined dimensions and construction of the final covering system, on the landfill will be build active exhaust system. The active exhaust system is consisting of gas wells at the top of which will be mounted gas probes. The gas probes will be connected to the gas collectors that gas is transported to the flare where the collected gas is burned to the flame. The flare is located north of the landfill of non-hazardous waste.
INFRASTRUCTURE
Traffic manipulative surfaces
For the needs of RWMC Piškornica and ensuring access to all areas in the area, the following roads are planned:
Asphalted access road to RWMC Piškornica
The start of the access to the asphalted access roads is located at the intersection of the existing access road with county road Koprivnica - Đelekovec (ŽC 2090). The section of the access road in one section monitors the route of the existing accessed non-aligned road, while the course is aligned with the corridor of the future ""Podravska brzina cesta"". At the end of the access road leads to the main entrance of the RWMC Piškornica and will be connected to the future internal roads of the centre.
Internal roads within the RWMC Piškornica
Internal asphalted roads are 6.00 m wide, with spokes that meet the needs of truck traffic with trailers and therefore fire trucks. The internal roads connect all the technical and technological units of the RWMC Piškornica and in some parts serve as fire-fighting approaches. Roads will be constructed in such a way as to meet the required load capacity for heavy and fire trucks. Drainage of rainwater from the roads concerned will be ensured by longitudinal and transversal falls.
Temporary Roads
Temporary roadways are located within landfills, and their position may vary depending on filling landfills. The widths are 4.00 m and serve to transport the waste to the disposal surface and are constructed of handy materials such as construction waste.
Walking trails
The RWMC pedestrian paths have a minimum width of 1.20 m and are made of precast concrete elements.
Manipulative surfaces and parking lots
In addition to the mentioned roads all other traffic manipulative surfaces are provided with asphalt curtains, bordered by rubble and regulated drainage.
Within RWMC Piškornica there is a parking lot for personal cars and trucks
Parking lot for trucks:
• Service Centre - 8 parking spaces for trucks
• MBT building - 14 parking spaces for trucks
Car parking:
• Administrative building - 28 parking spaces
• Service Centre - 15 parking spaces
• Building for employees - 12 parking spaces
Area for diesel aggregate
Within the entry-exit zone, a concrete area for the diesel aggregate will be located, measuring approximately 25 m2.
Energy building
Within the entry-exit zone there will be a transformer station. The electricity needs of the RWMC will be solved by building a new transformer station.
Area for liquefied petroleum gas tank
Area for storing liquefied petroleum gas tank is about 10.0 x 11.0 m, enclosed by a wire fence height of 2.05 m with the door. Gas tank will be located next to the administrative building, service centre and the building for employees.
Buildings of rainwater and sewage drainage systems
There is no public sewage network near the project area. The nearest sewerage network is in the Koprivnica Ivanec settlement - the fecal sewage system PP DN 300, approximately 2.000 m from the centre.
RWMC will not be connected to the public drainage system. Planned sewage and wastewater drainage includes:
Oily rainwater from traffic manipulative surfaces
It is collected by a sealed drainage system with an internal sewerage system and a mineral oil separator and continues through the control panel and discharge facilities into the Gliboki repository.
Rainwater from roofs
The rainwater from the roofs of all projects of the foreseen objects is taken out of the outer verticals and discharged to the ground.
Sanitary sewage
Sanitary waste water from sanitary units of buildings within centre is drained to the wastewater treatment plant (WWTP Piškornica) by internal sewage network.
Technological wastewaters sewage
Technological waters are drained by the internal sewage system or directly taken to the WWTP Piškornica for further processing.
Drainage of leachate from landfills of non-hazardous waste
It is planned to perform a gravitational system whereby the drainage pipes through the perforated drainage pipes that are placed in the bottom of the landfill surface within the drainage system will be drained to the collector shafts and further to the external piping to the WWTP Piškornica for further processing.
Drainage of leachate from inert waste landfill
A gravitational system is planned to be used to drain the water through perforated drainage pipes, which are placed in the bottom of the landfill surface within the drainage system, to the collector shafts and the control panel with a stopper, and further to the pressure pipeline into the collecting tank for the drainage water from the inert waste. The precipitation waters are collected in the collecting tank to allow the water to flow controlled into the receiving stream Gliboki during heavy rainfall and high-water level of the recipient. Likewise, part of the polluting water collected in the tank will be sent to WWTP Piškornica if necessary, to achieve the appropriate water quality required for the work of WWTP Piškornica.
Drainage of rainwater from the closed landfills for non-hazardous waste and landfills for inert waste
Along with the completion of the final covering system on both landfill sites, it is necessary to build the perimeter channels for the collection of clean rainwater around the entire landfill site. It is envisaged to perform the perimeter channel directly at the edge of the landfill site. So collected precipitation waters are drained to the through the pipeline, control panel and discharge facilities into the receiving stream Gliboki.
Water supply and hydrant network construction
The RWMC will be connected to the public water supply system under the conditions of the competent utility company.
From the settlement Koprivnicko Ivanec to the settlement Pustakovec passes the main waterway PEHD DN225. According to the existing landfill Piškornica has withdrawn a pipeline of approximately 1.500m of DN 110 pipeline in PEHD material, and at the end of the route there is an overhead hydrant and water meter for connecting the existing landfill (water is used for washing vehicles when they leaving the landfill).
Water supply of the building will be provided by connection to a public water supply network through a shaft in which a water meter is installed.
Within the RWMC Piškornica is planned to be implemented:
• hydrant network systems and
• water supply system.
LANDFILL ZONE
In this zone, the following facilities are planed:
• landfill for non-hazardous waste
• landfill for Inert waste
Non-hazardous waste landfill
Landfill for non-hazardous waste will be located in the western part of the RWMC Piškornica. The terrain on which the landfill for non-hazardous waste will be located is predominantly flat. Due to high groundwater in the landfill site, the bottom of the surface will be formed at the level of the surrounding terrain. On all sides of the landfill will be build an embankment.
The disposal of non-hazardous waste is planned in two phases in a period of 25 years. It is planned to build a landfill with 2 cells for waste disposal for a period of 25 years, and 12 years after. After 25 years (2047.), the capacity of the landfill allows waste disposal for additional 12 years.
The total area of the landfill for disposal of non-hazardous waste amounts to about 105.560 m2, about 1.280.000 m3 of waste will be disposed of. Project will build only first cell (cell 1).
After filling up individual cells for disposal of non-hazardous waste, part of the landfill will be closed and covered with the final covering system.
Collection and processing of landfill gas
After filling the landfill with waste to the project of defined dimensions and the construction of the final covering system, a system of active exhaust system will be implemented at the non-hazardous landfill site.
The active exhaust system consists of gas wells at the top of which will be mounted gas probes. The gas probes will be connected to the gas collectors and transported to the flare where the collected gas is burned to the flame.
The flare will be located north of the non-hazardous landfill. Within the flare area, a gas pump station with a torch will be placed, which will be laid on the concrete foundation. The entire flare area will be fenced with a 2.0 m height fence. The gas pump function, besides generating the pressure inside the system, is also the incineration of the collected gas.
Inert waste landfill
The landfill for inert waste will be located in the southern part of the RWMC Piškornica.
The terrain on which the surface for disposal of non-hazardous waste will be located is predominantly flat. Due to high groundwater in the landfill site, the bottom of the surface will be formed at the level of the surrounding terrain. On all sides of the landfill will be build an embankment.
The total surface area for the disposal of inert waste amounts to approximately 34.175 m2, to which approximately 185.000 m3 of inert waste can be disposed of. Projects will build the entire landfill cell.
Landfill is planned to be disposed of inert waste for a period of 25 years. After filling the landfill for inert waste, the landfill will be closed and covered with the final covering system.
EXISTING LANDFILL FOR NON-HAZARDOUS WASTE
The existing landfill was in the process of remediation form 2009. until 2012. The concept of remediation of the existing landfill Piškornica was based on the remediation of existing waste that was disposed of in an uncontrolled way and the capacity of the new landfill for the future disposal of new waste. The remediation involved moving old waste to new landfill cells. At the same time, with the remediation of old waste, a new waste was disposed to new landfill cell. In total, 4 new landfills cells for the disposal of old and new waste have been built, with a total work capacity of about 800.000 m3, on the surface of approximately 57,500 m2. So far, approximately 600.000 m3 of waste has been disposed, and waste disposal is planned until the opening of RWMC Piškornica (2023) when closure of the landfill is planned. Properly designed landfill cell is made with the bottom lining system and the drainage system for leachate water.
As part of the remediation of existing waste and construction of new landfill cells, the following facilities were constructed: building for employees, weighbridge, storage facilities and infrastructure. After the start of the RWMC, the existing landfill will be closed in accordance with the project documentation and is not the part of this project.
The plant for mechanical and biological treatment is designed in accordance with projections of the amount of waste that will be accepted at RWMC Piškornica in accordance with the existing waste composition and objectives set by the Waste Management Plan of the Republic of Croatia 2017-2022.
